The 2016 European Business Aviation Convention & Exposition (EBACE2016) will once again feature a Safety Workshop, focusing on human performance in the cockpit, and discussing the International Standard for Business Aircraft Operators (IS-BAO) as an alternate means of compliance to the European Aviation Safety Agency’s new Part-NCC (non-commercial operations with complex motor-powered aircraft). Certain operators must comply with Part-NCC by Aug. 25, 2016.

The EBACE Safety Workshop is a one-day session held on Monday, May 23, the day before EBACE officially opens. The workshop is an opportunity for business aviation professionals to learn more about key regulatory and safety challenges in business aviation, understand the impact of diet on flightcrew performance and discuss the pending shortage of skills in European’s business aviation market.

“This is very much a practical day where operators, Europe’s top regulatory officials and aviation experts from around the world can examine key safety developments and rule changes having a direct impact on business aviation operations,” said EBAA President Brian Humphries.

“The EBACE Safety Workshop aims to provide practical, useable safety information that attendees can apply to their own operations immediately,” said Doug Carr, NBAA’s vice president of regulatory and international affairs. “Europe’s top regulatory officials and aviation experts from around the world will share their expertise through regulatory updates, operational perspectives and more.”

This year’s workshop will include updates on the IS-BAO and International Standard for Business Aircraft Handling (IS-BAH), as well as a presentation on work that would recognize IS-BAO as an alternate means of compliance to Part-NCC. The International Business Aviation Council, which founded and manages of IS-BAO program, has developed a number of tools, including a new Part-NCC General Company Operations Manual, to align IS-BAO with Part-NCC requirements.

Any noncommercial operator with a complex motor-powered aircraft registered in an EASA state and having the principal place of business in an EASA state must comply with Part-NCC by August 25, 2016. All airplanes with a maximum certificated takeoff mass of more than 5,700kg, or equipped with more than 19 seats, or certificated for operation with a minimum crew of at least two pilots, or equipped with more than one jet or turboprop engine are considered “complex motor-powered”. All helicopters with a maximum certificated takeoff mass of more than 3,175kg, or equipped with more than nine seats, or with a minimum crew of at least two, are also considered “complex motor-powered.” Any tilt rotor aircraft is also considered “complex motor-powered”.

“The European and global business aviation environment is changing rapidly, especially with the Part-NCC deadline fast approaching,” said Carr. “The EBACE Safety Workshop provides an opportunity for attendees to meet regulators and safety experts and learn from their deep and rich perspectives on the business aviation industry. EASA has indicated no extensions will be provided to the Part-NCC deadline. Operators must ensure their understanding of and compliance with Part-NCC this summer.”

The EBACE Safety Workshop requires separate registration, and does not include registration for EBACE2016.
